ABSTRACT >>> regional development, small and medium processing agro-industries


The development of small and medium processing agro-industries is a way to empower regional development. These agro-industries have relation with various centers including those for raw material production, marketing, and supporting structure. Through the regional development, it is expected that the small and medium processing agro-industries can integrate themselves in the cross-sector development. The analysis steps are including: the analysis of area economic condition (the analyses of economic location factor, natural resource, and area growth rate); the analysis of small and medium processing agro-industries in Probolinggo City (the analyses of characteristic, factor, potential and problem, and development strategy) where the factors affecting the development may be identified using the factor analysis and reviewed deeply using the analysis of potential and problem. SWOT (IFAS-EFAS) analysis provides a guide to determine the concept and strategy. This guide can be combined with the regional development strategy based on the identification of area economic condition. As a result, the direction for the development of small and medium processing agro-industries at Probolinggo City is obtained. Based on the result of the factor analysis, four components are influencing the development. The result of SWOT (IFAS-EFAS) strategy put the position of small and medium processing agro-industries at Probolinggo City in the Quadrant IID. It means that Selective Maintenance Strategy is considered to implement any important improvements required for the next development. The direction of regional development for small and medium processing agro-industries at Probolinggo City is through integrated development scenario and using the method of spatial approaching and spatial filling, as supported by the directions of raw material and marketing development, venture and capital development, facility and organizational development, human resource development, and governmental policy.
